The commonwealth has responded aggressively to the spread of COVID, first by working to contain the virus through contact tracing and quarantines for residents who came in contact with someone who tested positive for the virus to slow sustained community spread. When sustained community spread was established, the commonwealth moved to mitigation efforts early in the response by issuing orders to close schools and non-life-sustaining businesses; and to restrict large gatherings.
Mitigation efforts have helped to curtail the spread of COVID so our hospitals can treat patients without overwhelming our limited supplies of personal protective equipment PPE , ventilators, or beds. Throughout the pandemic, we have closely monitored our hospital system capacity through the creation of a public dashboard , and we have built and distributed millions of goods and materials to help our health care system manage the influx of patients.
PA DOH and PEMA have worked together to develop plans and stand up alternative care sites in the northeast and southeast so when our health care system becomes overwhelmed, we can load balance patients and supplies by keeping patient safety top of mind. At this point, alternative care sites have been identified in other areas of the commonwealth and can quickly stand up should there be a surge in other areas of the state. As the situation stabilizes, we are planning a measured and strategic approach to allowing Pennsylvanians to return to work safely to prevent a resurgence of the virus.
This must be done in the most effective, efficient, and risk-adverse method possible to balance our return to economic stability, while at the same time continuing to keep Pennsylvanians safe by controlling the spread of disease. We are planning for the days and weeks ahead when we will not only safely return Pennsylvanians to work but return to a different and more resilient Pennsylvania. While we cannot be certain of the future path of this disease, our decisions will be driven first by prioritizing the health and safety of all Pennsylvanians.
To that end, the commonwealth is partnering with Carnegie Mellon University CMU to create a data-driven decision support tool that will enable a balance between maximizing the results of our economy while minimizing public health risks. A man accused of shooting six Philadelphia police officers during a standoff that lasted more than seven hours surrendered to police. The suspect, identified by police as year-old Maurice Hill of Philadelphia, then walked out of the home and was taken into police custody. Hill was taken to nearby Temple University Hospital for evaluation. He was released from the hospital and turned over to police Thursday morning. He is likely to be charged with six counts of attempted murder and aggravated assault, according to his longtime attorney Shaka Johnson.

Nutter issued the recommendations as local media reported that blood tests on a crane operator at the site where six people died and 14 were injured showed he had been using marijuana and was taking prescription pain killers. On Wednesday, a building under demolition in downtown Philadelphia collapsed onto a neighboring building that housed a Salvation Army Thrift Store. At the time, the store was filled with shoppers and staff. Six people were killed and 14 people were injured, including a year-old woman listed as being in critical condition. One victim who plans to sue is Nadine White, 54, a mother of three and a clerk working at the thrift store when chunks of concrete came raining down on her, burying her in the rubble, her lawyer Robert Mongeluzzi said in preliminary court papers.
Another mother of three, Linda Bell, 50, was shopping in the store when the collapse occurred and also plans to sue, her lawyer, Joseph Marrone, said. She was buried under the rubble for about an hour before being rescued. The collapse occurred when the store was filled with shoppers and staff. White and Bell were among 13 survivors who suffered minor injuries and were rescued by firefighter crews looking for survivors.
A 14th survivor, Myra Plekan, 61, remained in critical condition, according to a spokesman for the Hospital of the University of Pennsylvania. On Friday, Common Pleas Court Judge Ellen Ceisler granted requests by lawyers for White and Bell for access to the site to inspect and photograph it and ordered that once the site is deemed safe, all remaining debris be left in place for approximately two days.
She also ordered that the lawyers be told where debris already removed has been taken.
